Permeable SuDS resin driveways and Irish planning rules
A full-build resin bound driveway is fully SuDS (Sustainable Urban Drainage Systems) compliant: rainwater drains straight through the 18mm open-pore stone matrix, through an open-graded tarmac binder and clean-stone sub-base, and back into the natural water table at up to 850 litres per m² per minute. Under Class 6 of the Irish Planning and Development Regulations, a porous front garden driveway requires no planning permission.
How SuDS permeability works in heavy Irish rain, and what Class 6 planning rules require.

€8,450 to €12,500
3–4 car driveway (80 m²) · Old paving, gravel or grass (full dig-out) · UV-stable resin + granite cobble border
Guide price for a 3–4 car driveway (80 m²) with full excavation, compacted stone sub-base, open-graded permeable macadam binder course, and 18mm driveway-grade UV-stable resin bound surface (€7,600 to €11,200), plus €850 to €1,300 for a granite cobble border and recessed trays. Fully SuDS permeable — rainwater drains straight through the surface into the ground.
Ask a local installer for a quoteThe three layers of a fully permeable resin driveway
- Top layer — 18mm UV-stable resin bound aggregate: because fine dust is washed out of the kiln-dried stone before mixing, tiny interconnected air channels remain between the resin-coated stones, letting heavy downpours pass straight through without puddling.
- Middle layer — 50mm to 60mm open-graded (porous) binder course: a specialist no-fines asphalt macadam that gives structural strength for heavy cars and SUVs while allowing water to pass freely downward.
- Foundation — 150mm to 200mm permeable crushed stone (Type 3 / clean angular stone) on geotextile membrane: stores rainwater temporarily during cloudbursts and lets it percolate naturally into the soil below.
Irish front garden planning rules (Class 6 exemption)
Under Class 6 of Part 1 of Schedule 2 of the Planning and Development Regulations 2001 (as amended), paving or surfacing the front garden of a house is exempted development when:
- The area surfaced is under 5 m², or
- If the area is over 5 m², it is constructed using porous materials (such as a SuDS permeable resin bound driveway) or rainwater is drained to a permeable area / soakaway within the curtilage of the house so water never flows out onto the public footpath or road.
Note: knocking a front boundary wall or widening the vehicular entrance opening between your gate piers onto a public road always requires planning permission from your local County or City Council (and a road-opening licence to dish the public kerb).

Questions homeowners ask
Do I still need an ACO drain on a resin bound driveway?
On a full permeable dig-out (open-graded binder over permeable stone), no ACO drain is usually needed unless your driveway slopes steeply towards the house threshold. On a resin overlay over existing non-permeable concrete, an ACO slot drain or gravel soakaway strip is fitted at the low edge to catch water travelling along the concrete slab below.
Do the tiny pores in a permeable resin driveway clog up over time?
Keeping the pores clear only requires a brisk sweep and an occasional fan-spray rinse with a garden hose or domestic pressure washer to lift wind-blown dust and leaves.
